1. Membership
The Bishop of Huron (Ex-officio)
The Diocesan Director, Human Resources (Chair)
The Principal of Huron University College
The Dean of Theology of Huron University College
The Huron University College Administrator (Secretary of CATS)
The Financial Aid Officer of the Faculty of Theology of Huron University College
The Secretary Treasurer of the Diocese
One Clergy –elected by members of Synod
Two Laity – elected by members of Synod
Chair of Dalton Trust
Rector of Grace Church, Brantford (Quillie Trust)
The Committee may co-opt additional members if it sees fit to do so.
2. Terms of Reference
i) The Committee shall administer the income from the Trusts held by the
Diocese of Huron for bursaries to students in preparation for the ministry,
in accordance with the terms of the Trust.
ii) The Committee shall administer the funds set aside in the Budget of the
Diocese of Huron for aid to theological students in preparation for
ordination, and who are approved by the Bishop of Huron.
iii) Bursaries from trusts administered by the Committee on Assistance to
Theological Students are limited to students approved by the Bishop of
Huron, unless otherwise provided in the terms of the bequest.
iv) The Committee shall supply appropriate forms to be filled in by all
applicants for bursary aid. These forms shall be reviewed by the Financial
Aid Officer of the Faculty of Theology of Huron University College, and
by the Chair of the Committee. The Financial Aid Office or Chair shall
report to the Committee his/her recommendations. Whenever there is a
doubt concerning an applicant the Canon Secretary-Treasurer of the
Diocese and the College Administrator of Huron University College will
be asked to jointly review the details and report their findings to the next
meeting of the Committee.
v) a) The maximum grant for a single student in any one academic year
shall be set by the Committee
b) The maximum grant for a married student (married before
September 1st of the academic year) shall be set by the Committee.
c) Between meetings of the C.A.T.S. Committee, the chair of
C.A.T.S. and the Dean of Theology be authorised jointly to
respond to student financial needs that may arise and to disburse
for this purpose any excess monies remaining in the fund for the
year in question, always in accordance with their interpretation of
the ‘Criteria for Determination of Financial Need. (motion June 23,
2000 CATS approved February 27, 2003 Executive Council)
vi) The grants shall be made payable to the appropriate College.
vii) The Committee shall each year review its operational policy within the
terms of reference. It shall make changes as it deems appropriate.
viii) The Committee shall report to the Synod of Huron annually.
ix) The Committee shall make its budget request for the following year to the
February/March meeting of the Budget Subcommittee of the Diocese of
Huron in the current year.
x) a) Edna Quillie Bursary Awards
The Rector of Grace Church, Brantford will be asked by the Chair
to make any nomination he/she intends for the coming academic
year by September 1st of that year.
b) Dalton Bursary Fund
When and if these funds are available for any candidate sponsored
by the Bishop of Huron, the Chair of the Dalton Trust will be
consulted by the Chair of the Committee.
